Mr. Lai Mohammed has told TVC that the difference between IPOB and bandits is that the later do not have a flag.

The Information Minister said to qualify as a terrorist, one must have a flag that is recognised.

Lai who also doubles as the Minister for Culture, said the bandits have been around since 1891, but have never threatened the unity of Nigeria.

He added that the issue of banditry is just a matter of terminologies, as bandits are just ordinary criminals.
